It’s use to highlight the face area, by sweeping it at the top of the apple of the cheeks. There are lots of brands out there that have cheek highlighter like MAC & CoverGirl & the likes. i personally don’t use it.

J.Lo’s face was highlighted, creating a higher cheekbones because of the highlighter.

As what you described,its shimmery…so the shimmer colors are the ones that you ought to use.

For the eyes,depends on the color of your eyes, but you will never go wrong with charcoal or navy blue, because it compliments all colors of the eyes. Just click this for more info:

For the liner, it’s your choice, if you would just like to opt for a simple look, you can line your upper lid, just a thin line, then curl your lashes, then use mascara…leave the bottom lash bare..just put mascara on it…

If you would want to emphasize your eyes, do a smokey look,then line your top & bottom lids.

If you would want to have the ‘wake-up-y” eye, just put a dot of white color near you tear duct area.

FACE:
for the face, make sure you conceal your dark spots, like under the eyes or for some people near the mouth or on the nose area, then put foundation. Make sure that the shade of your foundation is the exact shade of your skin.

FOR CHEEKS:
instead of the usual pinky blush, try a bronzer.
Contour your face starting from the apple of your cheeks going to your temple.making sure that you blend it downwards just so to create the illusion of a slimmer face.
Don’t forget to contour your jawbone,ok? so to create the illusion of a sharp jawbone. Also put a little of it on the temple area too.

But what i would suggest is for you to actually experiment.
like put one eyecolor on the right, another one on the left. see which compliments your eye, experiment with lining it, like should you also line the waterline?or just the top?
should you go for a winged-eyed or cat-eye..whatever..
